Encouraging students to criticize or grade their teachers contributes to improving teaching quality. (This is partly because) complaints from the former help the latter to become aware of the defects in their teaching methods. For example, if a large proportion of students complain about the difficulty of math classes, the teacher will improve the situation by making more explanation or slowing down the pace of learning. Apart from that, as important decisions including merit reviews, pay raise, and promotions are based in part on these evaluations, teachers must treat feedbacks carefully and do everything possible to make improvements in their teaching, such as spending more time helping students with homework.
On the other hand, some educationalists raise the concern that some students may abuse their right to criticize teachers. More specifically, there exists the possibility that students may behave in a terrible manner in the class, such as talking loudly with each other or cheating in exams, if they know what they fill in the assessment report have a significant influence on their teachers. Knowing that the teachers are afraid to punish them for the fear of receiving a low score gives them the motivation to disobey rules and behave as they please.
In my opinion, voices from students are vitally important to the improvement in how teachers do their job, so a scoring and evaluation system is entirely necessary. However, complaints from students must be carefully verified to avoid irresponsible use of their right.
