(1)推动农业信息化建设。农业信息化是农业大数据应用的基础，但中国农业信息化起步较晚、农村资金力量和信息技术力量比较薄弱，农业领域生态区域性、过程复杂性。农业区域发展不平衡和农民文化的多层次性等缘故，中国农业信息化比较滞后。有必要通过农业信息化解决农业大数据应用领域信息服务个性化不足、实时数据采集难等问题，建设全方位、多角度、立体化、智能化、人性化与个性化的农业信息化服务，为我国农业大数据应用提供基础和原动力。
(2)发展物流网。大数据在农业的应用程度在很大程度上取决于物联网水平，因物联网而兴起的智慧农业使得农业中大数据的采集变为可能。所以，有必要发展物联网为大数据技术的运用提供数据来源或承载方式。
（4）数据开放。要有效的运用大数据，必须充分挖掘纷繁复杂数据背后的价值，转化为商业模式。政府部门统计出来的很多数据，如天气报告、土壤条件、GPS地图、水资源、市场环境、市场需求，没有公开或者开放，限制了使用者的获取。所以，政府和相关部门应积极推动农业数据开放。另外，正如前面提到的，特别值得关注的是要制定一个被广泛认可、采纳的数据格式国家标准，从而推动农业数据的开发和利用。
