标准作业程序的成立理由，有下列几点功能：标准作业程序可以节省时间，可以节省资源的浪费，可以获致稳定性，因为稳定是组织继续存在的主要动力。标准作业程也可能产生若干问题，反而阻碍目标的实现，这种反功能（Dysfunction）的病态必须加以了解，标准作业程序会抗拒变迁，无法适应特殊环境需要；会延误时机，无法满足民众需求；往往造成“新政策”与“旧实务”之间的矛盾，无法推动改革。

SOP特征：SOP是对一个过程的描述，不是一个结果的描述。同时，SOP又不是制度，也不是表单，是流程下面某个程序中关键控制点如何来规范的程序；如果结合ISO9000体系的标准，SOP是属于三阶文件，即作业性文件；有最优化的概念；不可能只是单个的，必然是一个整体和体系，也是企业不可或缺的。
